Arcata Rental Homes: Who Pays the Solar and Battery PPA?

Clarify owner, tenant and utility-account responsibilities when exploring an Arcata rental-home solar-and-battery PPA with no upfront equipment purchase.

For an Arcata rental home, start a solar-and-battery PPA discussion with the property owner and a clear payment plan. The person receiving the utility bill, the person signing the solar agreement and the people using backup power may be different. A useful proposal names those responsibilities before anyone relies on a “no upfront cost” description.

A suitable PPA can help a qualifying owner explore solar and storage without purchasing the equipment outright. Whether a particular rental property qualifies—and who the provider will accept as the contracting customer—needs confirmation from the proposed provider.

Keep the rental and installation paperwork separate

Arcata’s Building and Engineering page lists solar and electrical building permits separately from the Residential Rental Inspection Program, which handles rental registration or renewal. Ask the city and installer what the proposed work requires. Rental registration should not be treated as approval of a solar installation or its financing.

The owner should coordinate the proposed roof, electrical and battery work with the installer. If a property manager handles the discussion, confirm their authority to approve work and sign documents. A tenant’s interest in lower energy costs or backup power is a helpful starting point, but it does not settle the property’s installation and contract arrangements.

Identify the three payment relationships

The CPUC solar guide explains that a PPA provider owns the solar system and sells its generated electricity under a contract. Utility charges generally continue after solar is installed. For a rental-home proposal, ask for a written explanation of:

  • Utility service: Whose name is on the account, and who pays the remaining utility charges?
  • Solar and storage: Who signs the PPA, receives its invoices and is responsible for any separate battery payment?
  • Tenancy: How does the rental agreement describe energy costs, and what needs review before the proposed arrangement begins?

Do not assume a solar contract automatically transfers its payment obligations to a tenant. Any proposed tenant charge needs review under the rental agreement and applicable rules; this checklist is not a determination of what a landlord may charge.

Ask what happens between tenants

Consider a hypothetical owner evaluating solar for a single-family rental. The current tenant expects to move next year. The owner should ask the provider who remains responsible for PPA invoices during vacancy, how a utility-account change is handled and whether any contract action is required when occupancy changes.

Those questions do not assume a vacancy stops the PPA or that a new tenant takes it over. They help the owner understand the agreement before comparing costs. Review the full payment schedule, any escalator, contract length, maintenance obligations and home-sale transfer terms. No upfront equipment purchase does not mean free electricity or guaranteed savings.

Make the backup benefit usable by the resident

Ask the installer to list the supported circuits and explain how occupants receive operating instructions and report problems. Clarify who controls reserve settings, who can access monitoring and who contacts the provider for service when the owner is away.

PG&E’s battery guidance explains that backup commonly covers selected loads. Duration depends on stored charge and demand; solar recharge requires suitable sunlight and compatible equipment. A battery at the property does not establish that every outlet or dwelling receives backup.
