Fortuna Solar Plans: Leave Room for Roof Fire Access

Review rooftop fire-access pathways in a Fortuna solar proposal, then update production, battery planning and PPA estimates to match the final layout.

For a Fortuna homeowner comparing solar-plus-battery proposals, the usable roof is more than the area where panels physically fit. Fire-access pathways and other required clear spaces belong in the design from the beginning. Ask to see those areas on the roof plan before relying on its panel count, electricity-production forecast or PPA payment estimate.

Why a Fortuna roof plan includes clear space

Fortuna’s small rooftop solar ordinance requires compliance with applicable state, city and Fortuna Fire Protection District health and safety requirements. The chapter also allows a separate fire-district inspection for systems eligible for expedited review. Streamlined permitting does not mean fire-access planning disappears.

The state’s 2019 Solar Permitting Guidebook illustrates rooftop access pathways and spaces reserved around arrays. It provides useful background on why panels do not necessarily occupy every open roof surface. Have the installer and local reviewers confirm the requirements that apply to your current project; the older guide is not a substitute for that determination.

This matters especially when an initial proposal uses an aerial image. A neat-looking panel layout should be checked against the actual roof, access points and applicable requirements before it becomes the basis for your agreement.

Ask for an annotated layout

Request a roof drawing that makes these items easy to identify:

  • Proposed panel groups and the roof surfaces they occupy.
  • Required access pathways and clear areas, with dimensions.
  • Roof features and openings that affect placement.
  • Equipment and conduit locations relative to those clear areas.
  • Any assumptions or exceptions awaiting local confirmation.

Ask the team to explain why each reserved space is present. Do not assume a neighbor’s roof establishes the same requirements for yours. If your mailing address is Fortuna but the property is outside city limits, confirm the responsible permitting jurisdiction first.

Carry layout changes into the energy forecast

Consider a hypothetical proposal whose preliminary drawing shows 18 panels. If the reviewed design accommodates 16, request an updated production estimate and payment comparison. Do not simply assume that production falls by exactly two-eighteenths: panel orientation, shading and equipment choices also matter.

Ask whether the proposed PPA rate, projected annual payments or other terms change with the revised system. Keep the final layout and forecast together so you can compare the same design across the proposal documents.

A battery stores energy; it does not replace missing solar generation. Ask how the reviewed array is expected to serve household demand and recharge storage, including lower-production periods. PG&E’s battery guidance explains that backup depends on the equipment, available charge and supported loads. Outage recharging needs compatible equipment and suitable sunlight, and is unavailable at night. Request a supported-circuit list and realistic duration assumptions separately from the annual solar forecast.
