For a Garberville solar customer, the best first contact depends on the line you want explained. Start with RCEA for its generation charges or credits, PG&E for its delivery and solar-billing records, and your PPA provider for the private solar invoice. Keep a copy of the complete statement so each conversation addresses the same account and dates.
This approach can make a solar-plus-battery plan easier to manage, both before signing and after installation.
Identify the account before making the call
RCEA supplies generation for participating Humboldt County customers while PG&E delivers the electricity. Confirm those names on your own Garberville service account; a mailing address alone does not prove enrollment.
RCEA's solar-bill guide recommends checking Your Enrolled Programs on the statement's first page to identify Net Energy Metering or the Solar Billing Plan. Have the account number, service address and service agreement ID available. A second meter or an older statement can otherwise send the conversation toward the wrong records.
Choose the right starting point
- RCEA generation charge or credit: Contact RCEA's local staff at 707-269-1700 or info@redwoodenergy.org. Identify the exact line on the RCEA detail page and ask which usage period and credit balance it represents. Its published office hours are Monday through Thursday, 9 a.m.–4:30 p.m.; check the contact page before planning a visit to Eureka.
- PG&E delivery charge, meter record or PG&E solar statement: Use PG&E's solar-billing contact, 1-877-743-4112. Ask the representative to explain the relevant service agreement and statement period rather than comparing only the total due.
- PPA price, billed production or separate battery fee: Use the customer-service contact in your signed agreement or provider account. Ask for the calculation and contract provision behind that invoice. RCEA's generation service is separate from the private provider's sale of rooftop solar electricity.
These are starting points, not a promise that every question can be resolved by one organization. If records need review elsewhere, request a reference number and a clear next step.
Prepare one focused question
Suppose a hypothetical Garberville household sees a smaller RCEA credit than expected and a separate PPA invoice covering different dates. Send RCEA the generation-credit question with the utility statement. Ask the PPA provider separately to explain its invoice period and production record. Different dates alone do not establish an error or a system failure.
Before either conversation, gather:
- The current and previous complete utility statements.
- The specific charge or credit, including its page and billing dates.
- The PPA invoice and relevant agreement section, if applicable.
- Notes from earlier calls, including promised follow-up dates.
Ask how any confirmed correction will appear on a later statement. For help understanding the underlying energy calculation, see our RCEA import-and-export guide.
Build support into the proposal
A qualifying no-upfront solar-plus-battery PPA can give eligible homeowners access to equipment without buying it upfront. The CPUC solar guide explains that the provider owns the solar system and charges for generated electricity. Confirm local offer availability, property eligibility, ongoing rate and escalator, term, battery ownership and fees, maintenance and transfer terms. Remaining utility charges continue; savings are not guaranteed.
Also request named contacts for billing and equipment service. A billing explanation does not verify outage readiness: PG&E's battery guidance describes limits tied to stored energy and household loads. Confirm supported circuits and reserve settings; solar recharge needs available sunlight and compatible equipment.
Bring your statement and support questions to a West Coast Alternatives consultation to discuss a proposal with clear payment and service responsibilities.
