Start with the service you actually have
RCEA’s community-choice explanation describes the division of responsibilities: RCEA purchases electricity for its customers, while PG&E delivers it through its infrastructure. A rooftop solar proposal should identify both roles when modeling your remaining grid service.
Bring the pages showing your generation provider, delivery charges and rate schedule. If you already have solar, include the page identifying your solar billing arrangement. Ask the designer to use that account information rather than defaulting to a comparison for a household buying generation from PG&E.
This makes a positive difference to planning: you can evaluate a suitable solar-plus-battery system around your existing service choice before considering any optional change.
Is opting out part of the proposal?
If someone proposes changing generation providers, ask for a separate explanation of why and how it affects the comparison. RCEA’s service-management guidance specifically recommends that solar customers compare services before switching. It also describes transition timing and restrictions on returning after an opt-out.
Request written answers to three questions:
- Does the equipment offer actually require a provider change, or was the estimate simply prepared using different assumptions?
- Which generation rates and solar-credit rules are used before and after the proposed change?
- What effective date and transition terms would apply to this account?

Ask for a consistent household example

Confirm supported circuits, power limits and an estimated duration based on stated loads and starting charge. Backup needs compatible equipment; runtime varies, and nighttime or cloudy conditions can limit solar replenishment. Changing your generation supplier does not install backup equipment at the home.
Explore a qualifying no-upfront PPA
A suitable solar-plus-battery PPA can give eligible homeowners access to equipment without an upfront purchase. The CPUC solar guide explains that the solar provider owns the system and sells its generated electricity to the homeowner.
Confirm local availability, property eligibility, ongoing energy price, any escalator, contract length, battery ownership and fees, maintenance and transfer terms. Include remaining utility costs. No upfront purchase does not mean free electricity or guaranteed savings, and RCEA service is not an endorsement of a private offer.
