San Diego Community Power: Approval for a Second Battery Incentive

Adding another battery after an SDCP incentive? Learn what to confirm before including an additional rebate in your solar-plus-battery PPA proposal.

San Diego Community Power homeowners adding another battery should confirm whether their project already received a Solar Battery Savings incentive. If it did, SDCP requires prior approval before the project applies for an additional battery incentive. Treat that approval as a separate step in planning an expansion, even when the existing equipment is working well.

This guide uses SDCP's current website and linked Fall 2025 manual, checked October 30, 2026. The 2024 pilot has separate resources; ask SDCP which terms apply to your enrollment.

Check the existing project before pricing the addition

Section 2.2 of the Solar Battery Savings manual says projects that have already received an incentive through the program may not apply for an additional battery incentive without prior approval from Community Power.

That is a permission requirement, not a promise of another rebate. Do not assume that a new serial number, larger system or different installer automatically creates a new entitlement. Ask the program team to review the actual project history and proposed addition.

Our suggested preparation checklist is:

  • Find the original enrollment confirmation and incentive-payment records.
  • Identify the service address, existing battery models and proposed additional equipment.
  • Explain whether the addition changes the installer, equipment owner or financing agreement.
  • Request written clarification of the approval and application steps before assigning an incentive to the proposal.

Use the current program page to find approved contractors and equipment resources. It describes contractor application and approval before installation. Have the contractor confirm current eligibility, available funding and the required sequence for your specific expansion.

Keep an unapproved rebate out of the committed budget

For a hypothetical example, suppose a homeowner already received a program incentive and now wants more evening storage. The new proposal includes an assumed second rebate. Ask for two clearly labeled comparisons: the cost without that unconfirmed benefit and the cost if SDCP approves the additional incentive and all applicable requirements are met. No rebate amount or approval is assumed here.

Keep the written decision with the proposal. If the equipment or scope changes afterward, ask whether the decision still covers the revised project.

SDCP provides generation service, while SDG&E handles delivery and billing, including grid outage response. Confirm SDCP enrollment on the generation section of your bill; a San Diego County address alone does not establish eligibility.

Coordinate the PPA and backup design

The manual allows third-party-owned batteries, including PPA arrangements, with the system owner's documented authorization. An existing PPA therefore deserves a provider review before equipment is added or program participation is changed.

A qualifying no-upfront solar-plus-battery PPA can make storage accessible without an outright equipment purchase. The CPUC solar guide explains provider ownership and ongoing electricity payments. Review qualification, rate, escalator, term, battery fees, maintenance and transfer terms, plus remaining utility charges. An incentive does not make electricity free or guarantee savings.

More storage also does not automatically increase every backup capability. Our battery-expansion guide separates stored energy from power output. General battery guidance explains that available charge, supported loads and solar conditions affect runtime. Ordinary grid-tied solar alone generally cannot power a home during an outage; compatible backup equipment is needed.

Bring the original incentive records and proposed expansion to a West Coast Alternatives consultation. WCA is independent of SDCP; program approval comes from Community Power's authorized channels.
