A qualifying no-upfront solar-plus-battery PPA can help a Fortuna household install equipment while preserving cash for other needs. Include one practical construction question in the proposal review: who tracks payments to installers and suppliers, and who delivers the corresponding lien releases?
Clear paperwork supports a well-managed installation. The PPA electricity invoice and the construction team's payment records serve different purposes.
Start with the Fortuna account and property
Fortuna is an RCEA member community. For enrolled homes, RCEA supplies generation and PG&E delivers electricity. Confirm your actual service on a recent bill. Neither that enrollment nor a Fortuna mailing address establishes eligibility for a private no-upfront offer.
Ask the provider to confirm address coverage, property and roof suitability, battery scope, qualification requirements and excluded site work in writing. Our Fortuna roof-access guide covers one local design consideration to settle before construction.
Understand what a preliminary notice means
CSLB explains that a preliminary notice identifies a subcontractor or supplier providing work or materials who could claim a lien if unpaid. Receiving one does not itself mean a lien has been recorded or that your project has a payment dispute. Save the notice and its receipt date, and send a copy to your project contact.
A mechanics lien concerns unpaid construction work or materials and is recorded against property. It can arise when a contractor has not paid others on the job. Do not assume that making your scheduled PPA electricity payments establishes that every construction participant was paid.
Assign responsibility for releases before work begins
Use these questions to organize the provider's written response:
- Who pays the installation contractor, subcontractors and equipment suppliers?
- Who collects releases and sends copies to the homeowner?
- How will separate homeowner-paid roof or electrical work be tracked?
- Who investigates a notice or payment claim, and how should you contact them?
CSLB's release-form guidance distinguishes conditional releases, which depend on payment, from unconditional releases acknowledging payment. It also separates progress-payment and final-payment forms. A release from one contractor does not establish that all other claimants were paid.
For example, suppose a PPA provider funds the solar installation while the homeowner separately contracts for roof repairs. Keep each scope's contractor names, notices, payment records and releases identifiable. Ask the project team to explain which work each document covers; one completion email should not be treated as proof for both contracts.
Know where Humboldt recording questions belong
The Humboldt County Clerk-Recorder answers recording-process questions at 707-445-7593, but cannot select legal forms or provide legal advice. If an actual lien or disputed demand arrives, obtain prompt advice from a qualified California attorney about your documents and deadlines. This checklist does not determine whether an individual claim is valid or authorize withholding PPA payments.
Keep the energy agreement equally clear
The CPUC solar guide describes provider-owned solar with ongoing PPA electricity payments. Review the starting rate, escalator, term, ownership, maintenance, battery fees and home-sale transfer provisions alongside remaining utility costs. No upfront equipment purchase means neither free electricity nor guaranteed savings.
PG&E's battery guidance also makes capacity and supported loads central to backup planning. Runtime depends on available charge and usage; solar recharge needs compatible equipment and suitable sunlight.
Bring your proposal and construction-paperwork questions to a West Coast Alternatives consultation to organize a Fortuna solar-and-battery comparison with clear responsibilities.
